People are blowing it out of proportion, Sugimori has never been a pokemon designer or the only pokemon designer. His job has always been mainly a character designer, and do the promo art of every design to keep all characters and pokemon consistent until Gen 4 when Unno illustrated the Rocket Executives, and it was a trend followed in Gen 6 and Gen 7. And in Gen 7 they let someone else do the Ultra Beasts promo art (and judging by the lineart, unless he changed his settings someone else did many of the pokemon illustrations, particularly the starters).
