First of all, if the looks of this world are the same chances are the pokèmon will look like the abominations in the new movie.
Second I don't really see how it's any different from having a very smart dog.
Third it'd be a pain in the ass to have everyone's attention all the time if the gov doesn't force me to "give" them the pokémon anyway.
