When I played v1.0 JP Red on an emulator, I got to 124 caught and 146 seen (requires not starting with Charmander since nobody but you or your rival uses Venusaur). After that, I edited bytes in the ROM where the encounter data is held. I made Kadabra, Machoke, Graveler, and Haunter evolve at level 70 (I figured since Mewtwo was the highest level opponent, that would be a good place to end it on). I replaced the rare encounter for the level 5 Pidgey on Route 1 with the other starters, etc. Caught locations aren't registered so they were functionally the same as getting a starter.

I don't trust people not to be cheating fucks. It may not have that specific trainer ID on the save in question but they're all my trainer IDs.

I keep and bank shit with nicknames or things in more special balls because I feel like they were more cared about but if it looks cheated or there's nothing special about it, it gets released.
