Judging by that outfit and that salute, it looks like Blaine was originally meant to be a soldier, or at least a veteran. Was Surge also a soldier at this point in development (assuming Surge had been invented at this point)? It's weird to think of 2 gym leaders both being military.

If I could have picked one thing to remain from concepts/beta it would be the heavy military presence in Pokémon. Surge, concept Blaine, the soldier sprites from the gold beta, etc.

I should have clarified, the design is clearly Venusaurs. The index numbers match Ivysaur, so maybe it was a two stage pokemon at that point, or they had intended the final evo to look different from Venusaur

Better yet, it was probably not even considered part of an evolution chain, just a design concept at the time. The index list shows Bulbasaur and Venusaur simultaneously came into development much later on. They probably gave Ivysaurs old design to Venusaur, then redesigned Ivysaur.
