This pikachu is amongst the fastest mons in the game, has calm mind, a surf clone for coverage, and STAB extreme speed clone that always crits.
Meanwhile, starter eevee is one of the best mons you can use, period. Despite having stats of 75 across the board, its stupid moves basically make it a god: it is the only mon in the game with heal bell, it has a will-o-wisp that never misses, leech seed that never misses, and more. And the best part is that all these moves are ATTACKS, meaning you can't taunt it.
In-game-wise, you can potentially solo your way through every gym with only your starter, that's how boosted they are.
