Having Pokemon with dynamic movepools is one of the only ways to ensure a team of only 6 can be properly equipped for a main quest. And Pokemon that can learn (and make good use of) a wide variety of moves like Starmie can are few and far in between, especially since the physical/special move split in Gen 4.
I mean, Gen 4 is one of the best examples of why Pokemon need broader movepools to cope with the nature of the single player game. There were so many hikers with goddamned Bronzor/Bronzong with levitation, so you basically needed a fire type to be able to touch them, but Gen 4 was light on fire types, and even the starter was /Fighting so it was weak to Bronzor
