I'd probably give it to Sonic.
Kanto has appeared three times with major pandering in two gens making for a total of five not including gen 1 itself of course.

Meanwhile green Hill appears in fucking everything. Even more if you count clones like Emerald Hill and Green Grove.

Sonic games have pretty much had a Green Hill Recolor Zone as a starting level.
And they always have that same checkered grass, usually by the ocean with a waterfall and water segment.
It's definitely not like this is a new thing to Sonic because the first levels of 2, 3 and CD (even other Classic games like 3D Blast). You'd be hardpress to find like 5-10 Sonic games that don't do this.
But it's not like this is something that only happens in just these two series. Even Mario can't not call back to the opening segment of 1-1 either. Longrunning series and franchises always call back to the first entry. Some have done it since their birth. Doesn't mean it doesn't get annoying, though.
Sunset Hill and Seaside Hill are best Green Hills tbqh

Honestly, Sonic games starting out with Green Hill Zone at the start is a staple at this point. Plus you're usually done with it in like 3 minutes and then it's on to the rest of the game.

It's not TECHNICALLY genwun because the arcade games predate it, but you'd be hard pressed to find a Mario game that doesn't have at least blatant reference to the original Super Mario Bros.
