It can be argued that what you achieve in the game is "being the best", but it's the best in comparison to what the game can do, which will invariably be less than what a real person can do, and it was always set really low anyway, so I wouldn't call it being the best in a strict sense, but it is in comparison to what the game can do. Competitive was originally just a fun feature of the game, there was no pressure to even attempt to be the best amongst real people. If you did it, it was of your own initiative.
