Latios manages to do well even when people think it shouldn't. And against all odds too with how common Pursuit trapping is. I thought the Mega was meh but it was surprisingly OU this gen with the Psychic, Ice Beam, EQ, Roost set that covers a lot of ground.

Tiers are defined solely by usage. A Pokemon could kill all of OU single-handedly, but if nobody used it, it'd drop to a lower tier. Even if they banned it from that tier, it'd still only be BL, not OU. That's what's happening here. Reuniclus is much, much better in OU (Tier: A-) than it is in UU (Tier: C+). But it's in neither tier because not enough people use it.

it's fucking true though.
There's a lot of secret weapons that can crush through the generic OU team. You just have to actually know why it's in there and why it is dropping tiers.
Sometimes, actually very often you will find mons dropping a tier or two because it's generic/standard role has been replaced by something that does it better.
