It's one of those Pokemon that isn't in low tiers because it's terrible, but because there are a lot of similar Pokemon that do its job slightly better (and sun teams have fallen out of favor). If you want to run Victreebel, by all means do it. Plus, if the LGPE Solar Beam buff makes it into the main games, sun will probably see a comeback.
