They should just keep overworld Pokémon but start a battle when you encounter one, though, instead of the Go waggle bullshit.

Like, in SM and USUM most trainers had only 1-2 pokemon as well, but you'd be hard-pressed to find two trainers in the same route with the same Pokémon. Compared to gen 1, where you'd often find trainers with a bunch of nidorans or zubats or rattatas or pidgeys, most trainers have at least one 'decent' Pokémon. The same is not true in LGPE, and neither is 'less battles'. I played through Pokémon Tower with my gf yesterday and it was just endless repetitive battling against level 25 Gastlies or Haunters (and, for some reason, a suddenly very difficult trainer with 3 lv32 Haunters without warning).
