Deciding what kinds of pokemon you use in your team and leveling them up, sure, could be described as an rpg-like element, but that's as much depth as you get. Even traditional jrpgs tend to give you a character to play as; though the interactions are scripted, you still have an opportunity to feel like you're genuinely a part of the story being told.
You can't describe a unique experience playing pokemon the same way you could with, say, the Witcher, because the interactions you have with the game world are surface level at best.
