The guy was busy with XY and SM during the time ORAS was in development, so ORAS was wrote by another person (guy who did Dex entries for SM and XY).
And Let's Go! had two lead writers but none of them the series writer or ORAS writer, one of them may be Hitomi Sato (a "Hitomi Sato" is credited in Let's Go!, but I havent seen the Kanji to see if its the same person who is a music composer but was involved in scenario of FRLG, Emerald and Platinum. regardless is very obvious these games are their own thing) and Ryota Muranaka (may be the same Ryota Muranaka who did the cutscenes for SMUSUM).
Game Freak simply doesn't care and doesn't wanna hold back stories and game design just based on what other people did before and after, so games with different lead story writters should be considered their own thing, it's no wonder you encounter contradictions and inconsistencies everywhere when you start to try and cram ORAS and Let's Go! along with the other main series games.
Pokemon beats Zelda and wins by having 4 timelines (original, post Gen 3 reboot, ORAS, Let's Go!). Mario has thousand timelines (almost every series or game itself is one) and shouldn't be counted.
