I like your headcanon, and even agree, but please don't hold your breath thinking GF cares at all. The scenario writers don't determine the direction of the game, they are meant to write a story to suit the assets generated by the dev team. It's secondary to the product.
At best you'd have deliberately ambiguous allusions (look at how they're handling whether Solgaleo/Lunala and their Dusk Mane/Wings forms are UBs or not – the game is ambiguous but I believe refutes the idea at some point, the TCG says they are, the anime said they're not?)
They're never going to confirm anything anymore. They don't want to write themselves into hard and fast rules because it creates more opportunities for plotholes.
