Why is Little Cup level 5 only? Why not level 100 like every other format?

I just want to use cute unevolved pokemon and fight other cute unevolved pokemon, playing normally with the usual strategies.Why are we forced to play at level 5 and deal with all the gimmicky shit that comes with it (broken multi-hit moves, constant speed ties, leech seed being useless, almost irrelevant stats)?

Seriously, does anyone enjoy this shitty format? There are so many cool things I could do with my favorite babymons, but the level 5 crap changes the metagame too much.
