to answer your question, let's take Route 25 for an example. I'm looking for a shiny meowth. After the 31 catch combo, if a meowth spawns that is not shiny, I will encounter and run from it so to speed up the process of a new spawn appearing.
also on Route 25, only four pokemon can spawn on the ground, so if i see a squirtle, two venonats, and a psyduck, it's impossilble for a meowth to spawn until one of these disappear, so i will encounter one or all of these pokemon to free up one of the four slots. this tactic uses up more lures than just standing in place though
