I always liked the idea of it taking place when Oak and Agatha are young trainers sketching Pokemon they catch in a notebook.
There could also be stuff like the three starters being in the wild because they were more common back then (though Let's Go kinda screwed this up) and even different variants of the Kanto mons like the Alolan ones that eventually changed to what we see today.

They're just focusing on regions of japan in the first 4 gens, after all China is canon in pokemon making not only communism canon but meaning that the pokemon world is pretty damn similar to ours after all, BW is in new york city, XY is in France and SM is in hawaii.
