That's a question that doesn't need a poll.
It's pretty much only gen 3 because that's the only gen that had more than 100 new pokemon without relying on older ones.

Gen III is the only viable candidate. Gen II is too closely connected with multiple cross gen evolutions and just existing together with Kanto as part of it. Gen IV has too many cross Gen evos with 26/107 Pokemon relying on an existing Pokemon and Gen VI and VII simply don't have enough to fill out a Pokedex in any meaningful way.
