Grass ain't rare, and water only really becomes common after getting Surf and the higher level rods
Also water starters are almost always the best

I might be wrong on this, but I feel like grass types are usually only common with couple individual pokemon near the beginning (often oddish) while the others can be quite rare.

I wish Pokemon had a "unlock potential" system that allowed NFE to gain the same stats of fully evolved, making evolution just a thing to pick for typing or aesthetics.

for pokemon with multiple evos, they could just split the unlockable stats on different tree paths.

You can't really rank starters like that. Delphox seems better than Chesnaught on paper but in reality Delphox has to compete with a lot of other better Pokemon for a spot whereas Chesnaught functions totally uniquely and has a niche.
Then considering different formats, it's ridiculous to have Primarina above Incineroar considering Incineroar is the most viable Pokemon (of all) in doubles right now.

Also for gen 6 and below its typically a good choice to give the only good HMs to (Surf/Waterfall)

Swampert is better because it only has Grass as a weakness and those barely appear in important battles (only memorable case being Sidney). Blaziken still has to deal with a Winona, Tate and Liza, Wallace, and half of Steven's team, which Swampert just neuters.

Gen 5 seems kinda bad for starters in general. Serperior is the king of no moves and both Samurott and Emboar are slow as balls. I'm not sure whether to give Samurott or Emboar the edge because one does poorly against the first few gyms, the other one does poorly against the later ones.

No, it really doesn’t. Swampert absolutely shits on Hoenn and gets free, high powered moves very easily comparatively speaking. In addition its only weakness is Grass, of which there is no gym and almost no high-powered moves. It doesn’t care about any of the teams either.

Also, Feraligatr is better than Typhlosion competitively speaking.

Because I had access to Growlithe/Houndoom in Johto games and because Greninja was just better than the other two in Kalos.
