Because it's a full priced console title that's uses the same map of a 1996 GB game instead of actually remaking Kanto and presenting it in SM's style or better.

Sun/Moon pushed the hardware to the limit and imo look great. LGPE is just lazy. When Pokemon Collesseum came out I was excited for the future of the series and wondered what the future held. I thought they’d have released a several region game on console by now with better graphics. It’s so depressing.

They completely changed a bunch of cities in ORAS, like Mauville, on top of the fact that LGPE isn’t even really a remake in the first place.
Why can’t they of just have the setting be Kanto, but have the cities look like actual cities instead of a few buildings and everything facing south?

I know you're probably joking, but there are two huge reasons why Pokemon will never have the graphical fidelity of FF: time and money. These games are designed to be developed relatively quickly, and achieving that level of graphical fidelity takes time. It also takes a shitload of money, and the amount of money it would cost would almost certainly be totally wasted, because no one potentially interested in a Pokemon game isn't holding back from buying because the games don't have the most amazing graphics ever. Same goes for most Nintendo games, graphical fidelity isn't really the focus.
