I wouldn't mind an official showdown-like simulator, but they could just as easily do this in-cartridge by allowing QR teams

Because competitive Pokemon is accidental. Nobody at Game Freak as any passion or real interest in it. Once it was formed TPC was just smart enough to take control of it quickly to make money off of the autists.
