I suppose a more popular mon would be used for a third version mascot, but I didn't want to ponder that for no substantial reason. I mean, who would it be? Charizard doesn't work because it's fully evolved. Maybe Jigglypuff.
Third versions don't sell as well as their paired predecessors anyway, so I think something like Clefairy would be alright. If it's targeted to less casual fans by including all mons, the mascot doesn't need to be that popular.
