Glacia clearly is a foreigner from a far off land. Fantina is also implied to be a non-native living in Sinnoh, either from Kalos, Unova or PokéEngland depending on which version you hold most canon. Caitlin is probably white too.
Take the assertions/interpretations with a grain of salt though. I'm just going with what I feel to be the case on fictional characters and what kind of girl is ideal for cosplay since some "Japanese" Pokémon regions have characters I feel are better portrayed by white girls like Jasmine, Maylene, Lorelei or Misty.
