After a year living there as an exchange student, most of my female friends (specially other exchange students) had the experience of being chased by random japanese guys, even after those were told to stop. Usually they're insistent asking for a date and don't understand a 'no' for an answer (which also is the most natural answer if a total creepy stranger suddenly ask you that and keeps insisting and following you).
It's also curious to note that in rural or isolated areas there are 'beware the chikan' signs (chikan means molester/pervert).
They're a very sexist culture and instead of trying to take action on it they just make the situation worse, making those stereotypical perverts characters appear in every anime, manga, videogame and other cultural media.
And i know this website mocks feminism and even likes those aspects of Japan because weebs but once you're there and see those situations by yourself it makes you realize that being born woman in that country will make your life a lot harder.
