nobody complains that there are huge swaths of pokemon that are made shit by the stats, abilities, and moves; instead we acknowledge that there are pokemon who are going to be stronger or weaker than others
only way to do it would be to make each type have an equal number of type advantages and disadvantages and hope by the end you've got a balanced type chart. Like the basic element wheel you've got in games. Water > Fire > Earth/Wood/Plant > Thunder > Water. All of them are weak to one thing and strong to one thing. No one ever suggests anything to this effect because it would be boring. You know that no one ever suggests stuff like that because no one ever proposes that types like Steel be defensively nerfed or Dragon be offensively buffed.
