When an anime uses wacky hair colors (green, pink, blue, etc.), the characters with yellow hair are not supposed to be American or dyed. And the ones with orange hair are not gingers either. Those colors exist in real life, but that doesn't mean anything in terms of genetics or nationality. They are treated exactly the same as other weird colors.
