>>37142350Reminder that Emerald introduced re-battling higher leveled Gym leaders which FR/LG didn't do, nor any game since save HG/SS and Trash Go. Which is better since it provides nearly twice the leveled up variety of a leveled up Elite 4/Champion and nearly 4 times in HG/SS.
PWT doesn't count since the only reason you'd really care about finding them at a higher level is to grind on them and PWT doesn't give experience.
