It doesn't really bother me since it's not forced or obvious that you can catch him so early, he's kinda out of the way to go back to, and even if you do catch him you're either A: in for a rough fucking time trying to catch a 70 with 40s, or B: you've fucked yourself out of easily catching Lati@s if you use the master ball on him. It feels balanced in that way.
It's still stupid though. My actual complaint about the lvl70 Rayquaza is how the end of Emerald speedruns always just revolve around racing like a retard to catch the Rayquaza since it just trivializes everything you've worked for prior to it and you've basically won once you have it. They're really anti-climactic in that sense
