Gen 1 and Gen 2 Pokemon had middle of the road stats in many places. It was only until Gen 4 that we started to get much more specialized Pokemon with 1 or 2 high stats.
2) Ledyba is an early-game Pokemon that is available almost as soon as you get access to Poke Balls. Only stipulation is that it's version-exclusive and day-exclusive, making it more elusive than the other regional bugs that can be caught in the area. Still, Ledian evolves at Level 18, compared to other Pokemon that evolve much later on. So naturally, Ledian will have worse stats than other fully evolved Pokemon since you can obtain one at an earlier point in the game than other fully evolved Pokemon.
