Give it Sword Dance and/or Dragon Dance and change it's hidden ability to Moxie.
Sword Dance can be learned by bidoof, raticate, ryhorn, bulbasaur, and a bunch of other pokemon where it's not such a stretch to think Growlith can learn it.
Dragon Dance makes sense because Arcanine is based on those statues outside Chinese restaurants, and it can learn other dragon moves.
Justified is a garbage ability and should really be buffed to either further reduce dark damage, or also raise attack when hit by a move that is not very effective in addition to dark. It's probably easier to just give it moxie though.
