This isn't a valid argument, much less so for gen 1. A lot of things shared design elements (horns, whiskers, random lumps and spikes in the back, eye shape, ear shape, body shape in the case of gastly/cloyster or gengar/clefable, etc.).

They would've had to accidentally swap the sprites, base stats, movepool, Pokedex number, and Pokedex entries. If you want to go for the "accidentally swapped" narrative, it probably would've been in the concept art -> game development process.

This is what I believe anyway. Magicarp and Gyarados have way to much in common design wise. Now the Venomoth/Butterfree. That shot is for real.

This is plausible, and I'd consider believing they were swapped because people associate caterpillar, cocoon, butterfly more than caterpillar, cocoon, moth.

OP's pic on the other hand is false. Dragonite looks so different because it was designed by a different person to Dratini and Dragonaire, not because it evolved from Magikarp, which evolves into a Chinese dragon thanks to the whole carp leaping over the waterfall to become a dragon thing they have there.

those pictures were drawn after the fact ops post is mostly accurate. the rough sketch and the original sprites point towards op pic to be right. same with the venomoth thing in the original artwork venomoth looks much more like metapods evolution. those pictures are after the fact. they are altered versions of the originals to make them look like more acceptable evolutions
