Slight changes in the arcing and curviture could imply so much more form than simple uniform tubes. His current design is like the earliest gesture-draft of his general shape which imo, if taken just a little bit further, could have worked much better.
I'd link you to the artbook resources that I used to study design but I don't have them at hand anymore and most of them were DRM'd to fuck, have this pic instead to kind of illustrate what I mean. Obviously pokemons don't really follow human anatomy and there are large differences in artstyle, I still feel that incineroar uses a similarly lazy style as the one on the right with a simple uniform tube rather than uniform ovals. Just the tiniest bit of thickness change below the elbow/knee would make his design more powerful.

It's a busy design. As a result the areas of less clashing colors and details ie. the chest and thighs, stand out due to them acting as a sort of negative space compared to rest of the design. Is it glaring? Probably not, most of the target audience doesn't care or notice as they're children. Hell, I wouldn't care if this thread wasn't specifically about pokemon design but since we're talking about it, I'll critique the design like it was an assignment.
