A Pokémon's Q-Move (short for quintessent, which means both "5th" and "supreme",) functions as a 5th move slot. What move this actually happens to be depends on what species of Pokémon it is.
The maximum number of moves any Pokémon can normally learn is 4. But in order for a Pokémon to gain its 5th, and final moveslot, that 5th move must be its assigned Q-Move. Typically, this will be a move which is useful or that a particular species of Pokémon is well known for; its quintessential move.
Game Freak can also use this feature to make certain Pokémon less powerful by giving them shitty Q-Moves they'd never use anyway. Like if they gave Salamence Fly, or Garchomp Sand Attack; it basically means they still only have 4 useful attacks. It gives other, weaker Pokémon a certain edge in battle.
Some examples;
>Spinda's is Teeter Dance, because of course it is
>Diglett and Dugtrio's would be Dig or Magnitude, even though Earthquake is clearly better, because GF doesn't actually give a shit
>Lapras's would be Surf
>Exploud's is Boomburst
>Blissey's is Softboiled if they want to be nice, or Egg Bomb if they want to nerf it
>Hypno and the Poliwag family's is Hypnosis because it's iconic to them

Also, because a lot of moves don't do a ton of damage, and for the sake of move diversity, I think low-power moves should be buffed whenever a Pokémon has them as a Q-Move, as follows:
>If the Q-Move in question has a natural accuracy of less than 75, it is boosted to become 75.
>If a Q-Move had a base power that was less than 60, it becomes 60, and if that base power was between 60 and 89, it becomes 90.
Anything else, (something like Earthquake for example,) and the move receives no special alterations. Certain moves such as multi-strike moves or 1-hit KO moves receive no boost.
This way you can have Muk with Sludge as a Q-Move that is boosted from 65 to 90, so that it isn't automatically outclassed by its other Poison moves while being thematically appropriate.
