I do not recall any development. Long stretches of dialogue and backstory that draw even more attention to themselves by how that presentation differs from the rest of the game (even in their chattier "modern Game Freak" forms!), but no development. She arrives, does what she wants entirely unhindered, fails through no real fault of her own planning at the last possible moment so the player actually has something to do, then disappears free from the hard reclusive life we're told she lived.
Potential for an interesting character there for sure, but it is cut from the same cloth as contemporary mega-hit battle Shonen's mistaking character diatribes for meaning.
