Yes, it is fighting mosting shitmons in the USUM meta, but can you safely tell me that people would be willing to send out a Pokemon on starter Eevee, knowing it can burn, seed, paralyze, set up screens, and all that while doing damage?
Even without Eviolite, having screens up means that 65/70/85 bulk is taking half damage. And unless your Physical Attacker is a Fire Type or Guts, it would always be too risky to switch in since Sizzly Slide has 100% burn rate and 100% accuracy.
And maybe for some reason, you aren’t afraid of being a cripple or being a burned victim, Eevee can just Sappy Seed your ass on switch, and then switch if it thinks it can’t live.
Starter Eevee’s movepool alone makes it so hard to switch into because it has so much utility WHILE being untauntable and doing damage. And anything that doesn’t fear Paralysis, Burn, and Leech Seed all at once still has to fear its coverage in the midgame where it could pick off weakened Pokemon.
Don’t forget too, that with items, it can run Life Orb, Eevium, Choice items, ect.
Eevee just had 1 of these moves, it would be RU, but it has 8 entire coverage options, tons of possible sets, and is only 43 BST points below Clefable and 15 BST points behind Chansey.
I’m not saying its Ubers worthy, but it would defenitely be OU worthy as long as nothing besides Smeargle gets its movepool.
