First I wanted to see a hawaii pokemon region after visiting with my family.
Then I began to come up with my ideas for a British Isles region (Post game set in the Isle of Man, you fight an ancient champion named Scatcha) and loaded with shitloads of historical and mythological analogies.
I even had ideas for three starters. At least their final form.
Also the regional legendary and villain teams.
