Serperior has a shit movepool, the only non-grass type attacking moves it can learn are normal type apart from three exceptions: Aerial Ace, Brutal Swing and Dragon Tail, all 60 power moves, and only one of them defends against one of its weaknesses. Its only redeeming feature is its decent speed, particularly in comparison to the other two.
Samurott has a better movepool than Serperior, but that was a fucking low bar. It actually has a good range of coverage moves to defend against grass types. It has decent stats too, though the combo of low speed and low special defence makes it eat shit against Serperior even with coverage moves.
Emboar is the 'best' choice if only because it provides the most coverage against its weaknesses. It has good attack, special attack and HP, but jack shit in everything else. Even though it can learn great moves like Wild Charge, its horrible speed almost always gets it KO'd before it can even land a hit on water and flying types.
The worst thing about them though is that they are boring. They based Emboar on a character from Journey to the West, something they already did with Infernape. There was absolutely nothing about Emboar that was interesting or different from what they've already done.
Hell, even though Infernape was the second fire/fighting starter in a row, at least the other starters had interesting designs and unique type combos. Serperior and Samurott were just boring monotypes. Serperior desperately needed a second type to round out its movepool and Samurott is pretty much perfect for the fighting type or even the rock type.
All of the time and effort they put into designing the story setting of Unova took away from any creativity that might have been present within the starters. Hell, they could have just taken Volcarona, given it a middle evolution and made that into the fire starter.
