You don't need to increase its BST to make it better, just take a good chunk out of HP and distribute it better between its defenses and offenses. Maybe take a little bit out of speed too and give it Trick room. With that it should at least be decent.

GF has no idea about how to balance pokemon. They have shown time and time again that they don't. In fact, I doubt they even test the pokemon before finishing the design.
