If we forgo STAB Mega Mewtwo Y has the raw stats, but then it'll be vulnerable to priority moves/abilties. Deoxys-A or S might work depending on whether you want to hit fast or hard, and items can augment the weaker stat.
Mega Gardevoir's Pixilate would help bypass the whole "Ghost immunity to Normal" and also give it STAB, but it's got the same vulnerability to priority and Choice Band.
