Now all of a sudden in 2017-2018 Misty is getting frequent cameos in the anime again, as if she appeared regularly in the show all this time between AG and SM.

What prompted the change?

Once she was done with the role of Kasumi (Japanese Misty), the voice actress was adamant she would not return to the role.
However after many years of unsuccessfully advancing her career to greater heights, she recently agreed to reprise the role.
Had she not been so adamant, then Kasumi (Misty) may have re-appeared more often through the series.

Her Japanese VA continued to voice Misty throughout AG up to 2005 (so up to 3 years after she left), and then she voiced a DP trivia segment in 2007. And she appeared on a TR radio show in 2012 when BW was airing.

Her VA always wanted to voice Misty again, that was never the issue. It's just that the writers stopped her cameos for 12 years
