Maybe I'm mistaken then. But when I check a current tier list Charizard is the highest, although in the past Ivysaur was higher, which I vaguely recall now. Of the pokemon I played more Mewtwo in PM anyway.

Not actually related to the topic of the thread, but that is not so bad with Feraligatr in Gen 2.

Surf and Strength are both decently powerful moves with 100% accuracy, one coming from Feraligatr's best attacking stat and the other with STAB, and perfect coverage between them. The other two moves are just extra PP, maybe you could want Ice Punch and/or Earthquake in there somewhere.
