Skarmory blocks most physical stuff, Blissey blocks most special stuff. Switch between them to absorb hits and be annoying. Add in a Cresselia to the mix if you wanna be a real dick.

gen 1 and 2 was terrible competitive-wise, real competitive started with gen3, I don't know what you mean.

Most of the time your Pokemon would all be poisoned/paralyzed before your opponent would send out Skarmory or Blissey. Skarmory had no real threat, and immunity to Toxic. When you call out stuff with Thunderbolt or Flamethrower, the opponent would switch to Blissey, and then keep switching until your Pokemon dies or you make a stupid mistake. Not to forget that Blissey could heal the whole party so ultimately it was the most annoying thing in competitive Pokemon. Moves being physical/special based on type just multiplied the cancer.

Personally I used to keep a Salamence with Flamethrower to do the job for me. It worked fine, but it was still extremely annoying.

Other annoying shit in Gen 3 competitive were Swampert and Snorlax with Curse, and Forretress / Shuckle with Spikes and Toxic + Protect.
