Because otherwise, very little differed between each game. Each of them had a whopping 6 exclusive gen 2 Pokemon. They wanted to justify splitting the games up however they could.

I had this bootleg version of Pokemon Gold and Silver together in the same cartridge, with a english fan translated version of both games (which is why I still know all the names from Johto cities and gym leaders and even some mons as their japanese versions because incomplete translation). Anyway, it was fun to reset my GB and play the other version and see the different sprites in each one.

Both were idiotic and only happened due to the heroes being stupid and enemies never being settled on due to Toriyama's editors being pricks. You can tell that Toriyama was writting chapter per chapter without actually planning anything.
