It was the patented Masudashitoivision after Gen 4 that saw Gen 6 be more overall broken because they wanted the new ones to matter.
How do you make them matter in an ever growing roster? Cuter, cooler, more beautiful, and more broken.
The right way to do it isn't to specifically attempt to outclass, but balance Pokémon based on where they are found in-game and let the chips fall where they may beyond that. Competitive should not be taken into account but they keep doing it anyway.
