Wally is good because you have at least a little push to feel good that he gets stronger - and since he isn't popping up everywhere, when you see him and how strong he's gotten, it's supposed to be a confidence booster for you because you're the whole reason he gets where he does.
Barry is also decent because he's a bit more competitive but in a non-hostile way. Bianca and Cheren are mediocre but they're not even really your rival, N honestly is. At most they're just friends who you run into occasionally, which isn't bad.
After that, yeah, the 'rivals' have no character and there's nothing in beating them.
