For Silver:

You can get Slowpoke as soon as you get Strength, and Mareep isn't too rare. If you want to use version exclusives, Gold has Ursaring, Gligar, and Mantine (the former two being end-of-Johto mons) and Silver has Skarmory, Delibird, and Donphan (all near the end of Johto). On top of the gen 1 mons exclusive to each game.
