Even if LGPE was relevant while the game was being made (it wasn't), there wouldn't be room for one without cutting an existing alt. Plus they'd probably rather keep Leaf's other outfits a reference to the different female trainers, not her other designs.
Maybe next game, Little Mac and Wario used to have more costumes before Sakurai lost his mind.
