They're BUBBLES. They fucking semi-float on their own, because bubbles are made out of pockets of air surrounded by thin films of water (or soap, or whatever). Any five-year-old with a bubble wand can see that with their own eyes.
Beyond their natural semi-buoyancy, they're kept afloat by the VOICE of the Brionne/Primarina, something made clear in the fucking Pokedex.
In addition to that, it's POPPLIO that is the first sea lion in the evolutionary line to get access to these bubbles- and if these magical helium-generating ear organs that stop generating helium when Brionne passes out are so integral to those bubbles floating, Popplio wouldn't have them, because- as you stated yourself- Popplio's ears don't """"""float"""""".
There is no fucking reason for this Water-type sea lion to require access to helium.
