That's Team Rocket's Mimikyu who has the Pikachu obsession. The other Mimikyu in the anime, or "ashime" as you put it, act more like you'd expect.

What makes ghosts cool is their abstractness. Mimikyu's unclear motive is neat, it doesn't follow ordinary logic.

Would you rather every single pokemon of the same species act exactly the same?

The one thing SM does right is give the Pokemon personality and quirks, Mimikyu's happens to be hating Pikachu, look at Acerola's Mimikyu, it didn't reacted to Pikachu at all.
