in gen 5 they designed the pokemon levels such that they fit the level curve relative to when you acquire them in game.

Because the level scaling takes you up to about 50 for the elite 4, they had to make this fella's level ups pretty high to so you don't just encounter it's final form immediately in the wild and have something to work for.

personally I think they just should have introduced him sooner in a secret location like bagon

I believe they said in an interview a long while back they wanted to make stronger pokemon harder to get, but they went full steroids. B2W2 fixed them all with the higher level curve or by making the final stage available earlier in the wild, literally any gen 5 pokemon in B2W2 will be fully evolved before the Elite Four. One of the few times GF realized a fuck up and actually completely fixed it
